• Strategy & Vision : coherent overall strategy providing leadership, mentoring, quality control and coordination to strengthen program outcomes closely with CoP
• Program Development : adaptation of a program and structure that favors integration across all activities and implementing partners closely with CoP
• Program Leadership and Coordination : technical guidance and coordination among PYD, market systems, financial inclusion, community mobilization, conflict, governance, civic engagement and humanitarian response components

• Finance & Compliance Management : close coordination with team and partners, oversee budget forecast and expenses monitoring on a regular basis according to the workplan and budget established and approved by the donor, in accordance with USG regulations.
• Security : close follow up of the conditions of implementation of the YC teams and partners in the geographic areas given the context of insecurity, with the security focal points of Mercy Corps
• Accountability : promote accountability, communicate expectations, and provide constructive feedback via regular performance.
• Influence & Representation : represent the YC program, and Mercy Corps towards the donor, Government and Partners.

USAID Sahel Collaboration and Communication (SCC), was a US $16-million program, implemented in Niger and Burkina Faso. Position has 5 Direct reports. Key Responsibilities:

• Strategy and vision : support CoP to communicate to all team members strategic vision, annual workplan, CLA, RCLA vision.
• Program management and implementation : oversee in Burkina Faso and support staffs and activities in Niger closely with CoP
• Team management : orient, develop capacities, deepen understanding of roles, assists career development, create and sustain a work environment.
• Finance and compliance management : support CoP in budget development, review, compliance with USG and MC regulations.
• Influence and representation: represent MC, SCC in relevant events, build relationship with government institutions and partners,
• Security : Insure Security compliance, closely with MC Security unit.
• Organizational learning : Support effective organizational learning, in accordance with USAID CLA framework.

Regional Technical Advisor, Food Security and Resilience M&E, is an International Position under CARE USA/FWS/Food Security and Resilience team, based in Niger. Covering USAID RFSA in 5 countries : Mali Sugu Yiriwa FtF/Mali ($20 millions US), Harande RFSA/Mali ($45 millions US), Titukulane RFSA/ Malawi ($75 millions US), Takunda RFSA/Zimbabwe($60 millions US), Hamzari RFSA/Niger ($33 millions US). Key Responsibilities:

• Strategic technical oversee & vision : provide strategic oversight and technical M&E support for USAID/BHA Development/Resilience Food Security Activities (DFSA/RFSA), Feed the Future and other similar activities implemented by CARE USA.
• Program Performance and Quality: ensure that the M&E Specialists/Managers have access to the latest and most effective M&E guidance, protocols, indicators, and methods required for use in such programs
• Coordination among team and organizational learning : coordinate communication and learning among M&E and Learning Leads and Coordinators - Organize fora for exchange of best practices, innovations and lessons learned
• Team building and reporting : participate in monthly Food Security and Resilience Team meetings, FNS and FSR retreats, leading events and other relevant internal CARE meetings and workshops that are of relevance to this role
• Program development : work with Competitive Bid Unit (CBU) proposal teams to develop M&E plans for new programs, especially Food for Peace DFSA programs.

Technical Advisor, M&E position is cross countries consultancy supporting Competitive Bid Unit (CBU)/CARE USA, CARE Niger & CARE Mali Country Offices. Key Responsibilities:

• Program developement : support CBU/CARE USA in developing M&E plan and deliverables for Niger Hamzari DFSA design;
• Staff technical capacity building : support the new M&E Manager of CARE Mali Harande DFSA, to be able to own all his position roles and responsibilities. Provide training and capacity building support for CARE Niger Program Staff in monitoring and evaluation methods and processes.
• Technical support and oversee : review/assess all M&E document produced, data collection tools & procedures, data bases and contribute to improve the quality of the data management system of CARE Mali Harande DFSA.
• Program evaluation & compliance : support CARE Mali Harande DFSA M&E team to develop SWO of the mid-term evaluation, in compliance with donor requirements. Provide quality assurance through the review of TORs for all CARE Niger outcome and impact studies.
• Reporting, quality and compliance : support CARE Mali Harande DFSA M&E team to effectively develop and submit quarterly reports, Annual Results Reports (ARR) and other reporting documents to the donor
• Strategy and vision : update and consolidate the CARE Niger CO M&E System with a focus on producing required data. Contribute to CARE Niger program design, including M&E plans and proposals, DIPs, report writing, etc.

This position is leading all Monitoring Evaluation Accountability Learning (MEAL) under USAID/Harande RFSA Mali, a five-year, $45-million US program. Position has 6 Direct reports.

Key Responsibilities:

• Develop program MEAL framework and deliverable : develop the overall framework for the project’s M&E, accountability and Learning system and produce timely, M&E deliverable to USAID (M&E plan, IPTT, SAPQ, ARR, FFPMIS Data, Studies reports,..)
• Knowledge management & learning : facilitate state-of-the-art knowledge management practices and real-time, applied and collaborative learning processes.
• Evidence production to inform decision making : Generate robust evidence for project and programmatic learning that leads to action, decision-making and influence.
• Program alignment : ensure the alignment of M&E activities with program goals and contribute to the development of annual work plans
• Technical support and oversee : support review and refinement of the Theory of Change and Logical Framework (LogFrame).

• leadership, strategy & vision : coordinate the design, the implementation and the continuous improvement of CARE Niger Country Office Monitoring - Evaluation - Impact Measurement and communication - learning Strategy.
